So, if I had to level my mage all over again (hopefully I'll never have to >_>) this is the way I'd personally level him up, from 10 to 70. Some talents can be gotten sooner, or gotten later, depending on personal preference. But this is a pretty good starting point to get an idea on how to progress as you level up.
Level 10-14: 5 points into Improved Frostbolt
Level 15-16: 2 points into Improved Frost Nova
Level 17-19: 3 points into Frostbite
Level 20: 1 point into Icy Veins
Level 21-24: 4 points into Ice Shards
Level 25-29: 5 points into Shatter
Level 30: Cold Snap
Level 31: 5th point into Ice Shards
Level 32-34: 3 points into Piercing Ice
Level 35-36: 2 points into Arctic Reach
Level 37-39:3 points into Frost Channeling
Level 40: 1 point into Ice Barrier
Level 41-44: 4 points into Winter's Chill
Level 45-49: 5 points into Empowered Frostbolt
Level 50: 1 point into Summon Water Elemental
Level 51: 5th point into Winter's Chill
Level 52-56: 5 points into Arctic Winds
Level 57-58: 2 points into Ice Floes
At this point, I'd say it's a matter of preference. Either your next 12 points go into Frost, giving you a 61 point Frost build at level 70, or you instead opt for a 51 Frost/10 Arcane build to get Clearcasting.
If you go for 61 points into Frost, your next 12 points would go: 3 into Elemental Precision, 3 into Permafrost, 3 into Improved Cone of Cold, 3 into Improved Blizzard.
If you go 51 points Frost/10 Arcane, your next 12 points would go: 2 points into Permafrost, 2 points into Arcane Subtlety, 3 points into Arcane Focus, 5 points into Clearcasting.
