It has been discovered that some Rogues from both factions have the ability to speak NPC languages - Titan or Draconic.

No idea how either are acquired. It can affect Rogues of any level.

It has to be in your Character sheet under Skills. You will see what you say as a clear. You might notice the tag in front will change. Instead of [Common] it would be [Draconic].
