You find the Master FA book in Honor Hold, from the vendor upstairs in the Inn.
You must be at least level 50, and have 300 FA. (It requires level 58 to cross the portal, but you can be summoned or portal to Shattrath and run down through Terrokar to Hellfire to reach Honor Hold.)
